Hello,
Vuforia licensing terms have changed. The standard, out-of-the-box offering of Vuforia Engine SDK in Unity allows for app deployment without a Vuforia License. This out-of-the-box offering in Unity does utilize the Ground Plane, Device Tracker and Stereo Rendering features but does not support customization features (such as custom Targets). In order to develop in Unity and utilize the full feature set of Vuforia Engine, a Vuforia License is required. In order to deploy an app using the full feature set of Vuforia Engine, a paid license is required. Please see the license pricing page for more information.

An app that is only for consumer use and has less than 1,000 app installs can be distributed in app stores with a Development license. A paid license is required for a Consumer app with more than 1,000 installs. This is the total number of app installs across any/all platforms supported by Vuforia 6. An enterprise app cannot be distributed with a Development license.
A consumer app distributed using Vuforia 5.5 or earlier with the previous “Starter” license can remain live in app stores even if it has more than 1,000 installs. If an app with more than 1,000 installs is updated to Vuforia 6 or later a paid license is required.

Edit with some follow-up info: If the app would be a toys/product or enterprise license it cannot be distributed regardless of number of installs without a license purchase. If it would be consumer marketing/games license the above applies. So basically if you're making a toys/product or enterprise app, you'll need a license no matter what. If you aren't you can distribute for free with less than 1,000 installs.

In order to pusblish an app to the appstore you require a paid license.
