Download .dat and .xml file from Android client

I've following requirement

"I should be able to download .dat and .xml file from Android client application."

I'm able to manually download the dataset files(.dat and .xml) but I want these files be downloaded from Android client itself after some periodic time.

I went through java VWS samples, but I did not see the capability anywhere to download the dataset files(*.dat and *.xml)

Can someone please help on this ?
