How can I build a basic Vuforia application

Hello

I am currently trying to learn Vuforia and I want to start off by building from scratch, referring to the samples only if I get stuck implementing the actual AR functionality. The reason why I choose to go this route is because of what I read on this post here, https://developer.vuforia.com/forum/qcar-api/commercial-use-modified-vuforia-sample-code

Looking through the forums I came across this post, https://developer.vuforia.com/forum/faq/android-how-can-i-build-basic-vuforia-app, and the post date and method appears to be dated. Is this method still applicable on the current version of Vuforia?
