How do I overlay a functional webview on an Image Target?

I have gone through the sample code where a Video is played on an Image target, and also the sample Books, which converts an Android View to a Bitmap and then overlays it on a recognized image.

I now need to know how I can load a webview, which also responds to touch and swipe. I have been looking for solutions, but couldn't find any that could help me.

I know this is easily possible using ARCore, but it is not as stable as Vuforia, which in my experience gives a better experience.
