Take pictures at offline and scan those images

Hi everyone,

 

I have one doubt in vuforia image tracking,

 

if a person can take a picture of the banner with their mobile camera, then go home and connect their mobile to internet to scan that picture and get the discounts or links at that point of time.

 

please clarify me Is it possible to do it?
