I have an area target, which I use to pop up a flat object.
I want that object to dynamically rotate to face the viewer.
Is this possible?
Yeah, it's possible. You just have to align flat objects transform position/rotation with the transform.position of the ARCamera.
Checkout Quaternion.RotateTowards method.
This one is more suitable for a rotation with slight lag, if you don't want the lag I think there is even a better solution.
