I would like to what happens when you add two or more identical image targets to the cloud database.

Both images will be uploaded, but with different target names (unless you use an identical name for the targets, in that case you will get an error message saying "Target with same name already exists").

So if that is the case, which image will be recognised. Is there a way to overcome this conflict while scanning?

If the images are identical, there is no general way to predict which one will get recognized.
The conflict can be avoided by avoiding to upload identical images, i.e. you would need to check before uploading.
