Cloud Image Recognition and Open URL

How do i setup Vuforia Cloud to scan an image target and open an url?

I want to be able to put a link to each image so i want to know how do i put that by uploading any metadata. What kind of code should i use?

I need to build a simple App for iOS and Android and i don't want to use Unity. 

It should work like a QR code scanner but recognizing an image. 

If it cannot scan and launch the browser maybe a tap on the screen would work. A Virtual Button tapping on screen and not on the marker. Or adding a button to the screen to launch the URL after tracking the image.
