Cloud Recognition not working

I am using the recognition script provided with Vuforia sample apps. I am always getting the below error

UPDATE_ERROR_SERVICE_NOT_AVAILABLE.

I tried with 2 different accounts but for both of them I am getting same error inside OnUpdateError() method. OnNewSearchResult() method is never called. Is this problem with Vuforia or am I doing something wrong ?.
