Is the answer is still not after more than 4 years? 

We want to self host the markers in our servers.

In general you need Cloud Reco if the number of Targets is large (e.g. > 100 targets); if you have 100 targets or less, you can use Device Databases and host all of them in a single Database stored on your Device; if you have more than 100 targets I would go for the Cloud Recognition service.

If you need to create an Image Target from a photo, you may want to consider using User Defined Targets (UDT); however, if your requirement is to also store that image as a Target in a Database, then you could upload the image to a Cloud Database using the Vuforia VWS API.

so can you help me with this scenario and tell me if i have to use the cloud service

my company requires an ios application developed where user is able to select the image target from the iphone photo gallery or take new photo by camera and define it as target  then he select the video that plays on it

then whenever the application detects the image target it should play the video
