Cloud Recognition without mobile SDK via REST API

I'd like to be doing cloud recognition on the serverside via REST API calls. Is this possible with Vuforia?

I asked support and they said to ask here on the forums. I'm building a phonegap app and won't have native access to the Vuforia SDKs unless I build a phonegap plugin to talk to the SDK from Javascript.
