I have a question about Cloud Recognition for iOS. Is there an option to recognise UIImage from user photo album?

No, images need to be in the Cloud Database, that's why it's called Cloud Reco.

Sorry, you have misunderstood me. What I meant to ask, if it possible to take picture from user album and compare to one in cloud. Skipping camera, scanning, etc.

Sorry, Vuforia only works with the live video camera feed. You cannot give it still images to compare.
