The Cloud Recognition service has been restored in all regions. We apologize for any inconvenience that this interruption may have caused.
If you are still encountering any problems, please contact me directly via PM and provide the Project IDs of the affected Cloud Databases, which can be found in the URL of DB's UI page, along with the email address associated with your Target Manager account, and also tell me the affected locations.
The Service is unavailable
We are aware of “service unavailable” responses from some developers in the Asia Pacific region and are investigating the cause.

Update on the Service Status in the Asia Pacific Region
Hi ARDGco,
this thread is 1 year old (2013) and it refers to a temporary glitch occurring more than a year ago.
At current time, I am not aware of service unavailable; maybe check first if you have Internet connection working and active in your device and check if bandwidth is not too low (could it be that there is some temporary slow down or connectivity issue in your local network ?)

Is the clock time on your computer set correctly? In the SDK Known Issues list, there's a similar error that can be encountered in some situations:
"Cloud recognition requires the device time to be accurately set (the tolerance is 5 minutes). If the device time is off, the SDK will return an ‘TIMESTAMP_OUT_OF_RANGE’ error. However due to a limitation in the Android SSL stack if the time is significantly off (more than a year), then the above error is not reported. Instead the error ‘SERVICE_NOT_AVAILABLE’ is reported."
