Is the Vuforia Web Service API still available?

Hi, the dev guide links for the VWS API given in the sticky post appear to be down:

Can they be accessed elsewhere or is the VWS API no longer available? We're looking to automatically upload wine labels from our database so are there any plans to bring it back?
