VWS returns RequestQuotaReached

Hi I updated to STARTER plan today, and try to upload 700images using VWS API. But, after upload 500 images, VWS returns "RequestQuotaReached". I think STARTAR plan has no limit to use VWS API.Is it wrong? or limit disappear tomorrow? Please tell me
