Target shows as 5-star but is constantly failing to scan

The image above is not being recognised by Vuforia in either offline or cloud databases in Unity (even in the newest, 6.2.10, Vuforia). Why? I've tripple checked that the target is active and that the database is loaded, as it's not the only image in the database and the rest are being recognised

The target manager's star rating does not provide feedback on the actual detection/tracking performance of a target. Rather, it is a heuristic to provide guidance on what is a "good" target.
