Is Webcam profiles.xml able to compile?

I know that the profiles.xml can provide resolution assignment for webcams in the Unity3D play mode.  Does Vuforia support compiling these parameters particularly in the Windows 10 UWP compile process?  I am wanting to assign a specific resolution that a webcam can support.

Vuforia 6.2 SDK does not support webcams outside of Unity PlayMode.
