AR for non-mobile computer

Is there a way to use Qualcomm's AR, specifically the unity extensions, on a computer or laptop with a web-cam? if so, how? if not, do you know of any other reasonably priced AR software that does work on a non-mobile computer? I would really hope to find one that has virtual buttons like in Qualcomm's
