Distributing online with development key

Hi,

I'm now making some AR demos with Vuforia, I've already checked the licensing, but still two things I'm not sure about:

1) Is it against the rule to distribute my AR demos online like Appstore or Google play with development license? I will leave the watermark on screen, the app will be free, and the purpose is not for business, just for sharing and fun. Can I upload to public stores?

2) Some company wants to make an AR experience with Vuforia. They don't care about the watermark. Can they distribute the APP with just development key if the app is free?
