Fake Location Based AR

I am student creating an app for a new building that is being built on campus. One of the higher ups really wants to be able to use their mobile device to see what the building is going to look like finished. Naturally location based AR is the first thing that popped into my mind, but I couldn't figure out a way to successfully implement it. I am using vuforia for the rest of the project and was wondering if there was a way I could fake it.

I was thinking of having multiple targets display a single model. When the user tilts their phone up and down, it will have multiple markers in frame, check to see if it is displaying the model already, and if it is okay, if not, display it.

I have no idea if this will work, or if it will jump around too much or if there is a better way to implement something like this. Either way, I am lost, and would love some advice.
