one question that it's no clear for me.

Can I download some of the sample and use it as a starting point to create an app for my clients? 

I modify and personalise scripts, customise images, customise targets and model, create my own script and interface etc.

Then publish app on iTunes Store or Google store as a free or pay app. To my client I give only the app and no souce code.

It is possible to do this by vuforia license?
