im asking this question since I've read several conflicting answers on the topic of the "free" licence and/or development without a licence.
I work for a small non-profit organisation in the educational sector, which would like to develop a small application, that would be installed on about a dozen tablets for educational purposes.
It would be developed with Andorid Studio (since Unity does not have a free licence for non-school, non-profit organisations...) and will use the Image tracking feature, albeit with a maximum of a few dozen images.
My question:
Can I develop this App with the free development licence / or without the use of any licence at all?
I found this:
"You can also deploy Unity apps that take advantage of our Ground Plane, Device Tracker and Stereo Rendering features for free without a License Key."
Which does not apply, since I'm not able to use Unity. And then i found this comment from the Vuforia Engine Suipport:
"My understanding is that an app that is only for consumer use and has less than 1,000 app installs can be distributed in app stores with a Development license"
But I can't find any clarification in the Vuforia developer agreement or on the pricing site.

I guess after reading the above, you will have more questions :) so I will try to provide some advice.
I would say whatever falls into the category of Product Development cycle would be ok to share.
For example you have a team of 10 people working on the app and installing it on different devices to test it etc. This is certainly allowed and recommended. Do you want to send your customer the apk file to show him the progress/ for him to the test it. Yes. You share your app with friends for feedback, also ok.
The key is not to abuse it. If you are saying you have a testing team made out of 200 people, that's not going to fly ;)
