Recently we developed an app using Vuforia with Hololens. We want to take a photo and record a video when the app is running. We are pressing both volume buttons down to take a photo and to record a video of the app we are using Cortana's voice commands . We have enabled all capabilities in the build settings but nothing seems to work..

I experienced the same thing. I found that using the Hololens app (https://www.microsoft.com/en-us/store/p/microsoft-hololens/9nblggh4qwnx) I was able to start and stop video recording. I don't know why this is different from asking Cortana to record a video, but apparently it is.

Here is my experience with camera access on HL while running Vuforia:

You can take photos, videos
You can take photos, videos and live stream whilst you are using an app build with vuforia. You just have to stop the camera instance first whilst can be re-enabled at a later date.
