Pinning AR model to precise real world location

If you had a concert stage and you wanted to have additional AR content viewed through the users phone at specific points on the stage, bearing in mind the low lighting, flash lighting and distance; what would be the best method? GPS wouldn’t be accurate enough indoors and image tracking or marker would be too far away. Any thoughts on an approach?
