Vuforia SDK Version: 6.5 -
Description with steps to reproduce: I built a simple app to learn Cloud Recognition. When the app first boots up, it shows no 3D object above my image target. I press the home button and then press the app icon to open up the app again. When I do that, the 3D objects appears. I can not make it appear during the first boot up of the app. -
Development OS (Mac OS X, Windows, Linux): OS X 10.12.6 -

OK it works now. For some
I found a very strange fix. If i put a piece of paper to block the view of my image target and then remove the paper to view the target, the 3d object shows up instantly.

The core samples have a Cloud
The core samples have a Cloud Reco example. Could you compare your setup against what the samples do for Cloud Reco and make sure there isn't anything you are missing?

I'm pretty sure I'm not
I'm pretty sure I'm not missing anything. I downloaded the newest version on Unity with Vuforia 6.5 built in. I even wrote the simple cloud handler script shown in the getting started pages.
