Download Database failed - target with rating 0 cause?

Vuforia SDK Version: 8.0 - Description with steps to reproduce: There is a database containing about 7000 images, and I am trying to download 100 targets at a time. The first 3000 images will be successful, but after that an error will occur and downloading will not be possible. (I checked with the latest versions of Safari, Firefox, Chrome.) Error messages are as follows. "It is taking too long to create the database. Please try again. If the problem continues, search for the issue in the forums." As I confirmed, the parts that failed to download included many of the rating with 0 stars. So I tried downloading, "70 targets with rating 1 or higher" -> Succeeded. "40 targets with rating 1 or higher, 30 targets with rating 0" -> Failed. Therefore I think that rating 0 targets are affecting errors. Could you confirm it? - Development OS (Mac OS X, Windows, Linux): Mac OS - Mobile OS and Version: None - Mobile Device Manufacturer and Model name: None - Do the Vuforia Sample Applications show the same behavior?:
