I can't update Vuforia to the latest version (9.2.8) in Unity

Vuforia SDK Version: 9.2.8 - Description with steps to reproduce: I can't update Vuforia to the latest version (9.2.8) in Unity (2019.13.15f1) I download the Vuforia package and install but the "RESOLVING PACKAGE" popup NEVER end. So I restar the pc and try to open the same project again the same happens: the "RESOLVING PACKAGE" popup appears and NEVER end. Is there a right way, sequence, step by step to make it works?
