Description with steps to reproduce:
Use VWS REST API to create a new target. The name we used was prod_vuforiaupload2_7712a695-9b3a-486c-9648-dd0c5d12947e in order to ensure uniqueness. We only have 4 other targets in our database, so the name is definitely unique.
But when we uploaded the target we received the error response: 403 {"result_code":"TargetNameExist","transaction_id":"17365893675a4394b97679335eb3733d"}
We have been getting this response for every upload we have done. But when I look at the target manager after the fact, the target has been created. This should be returning 200.
