Web Camera won't work after building

Vuforia SDK Version: 5.0.5 -Description with steps to reproduce:

Unity: 5.1.2f

Camera: Logitech Webcam C270

Vuforia: 5.0.5

System: win7x64 and win8.1x64

The camera works fine in play mode but when I build and run the exe file, the camera won't work. The screen is black and the light of camera is off which means the camera didn't startup.

I tried 2 pcs and they have the same problem. I also tried the "Vuforia-ImageTarget" sample, same problem.

Just don't knwo why...

-Development OS (Mac OS X, Windows, Linux): win7x64 -Mobile OS and Version: none -Mobile Device Manufacturer and Model name: none -Do the Vuforia Sample Applications show the same behavior?: yes
