Classic and Cloud

If I use both device databases and cloud database in my app, do I have to choose both Classic plan and a Cloud plan?

The description on price page (https://developer.vuforia.com/pricing) is not clear. And Device Recos should not be mixed with Cloud Recos since Device Recos is unlimited.
