I'm still trying to wrap my head around the new licensing, several sources (including the newest Vuforia agreement dated August 9th 2016) say that you are allowed to sell an app on a "Standard" license (not sure if this is the same as a Developer license?) with up to 1000 downloads and afterwards you have to pay for the license. Is a Developer license key the same as a Standard license key? If not, where/how may I procure one?
I was planning to finance the above 1000 download license from the first 1000 downloads, but the licensing is so back to front I can't make out if this is permissible anymore?
2.1. Development License. A Development License is required for Developer Applications that are in development and are not distributed to end users.
2.2. Standard License. A Standard license is required for Developer Applications that will have more than 1,000 App Installs and do not require a Special Use License.

Same boat. I'm using a developer key to create an app to be used for educational purposes that will eventually be deployed to the Google Play and App Store, but it seems the developer key isn't enough for this. I'm not sure how to obtain a Standard License, but I think that's what I'll need.
