Licensing for application without commercialization.

Hi,
we are developping application with augmented reality and we want to deploy and upload it to Google PlayMarket. This application is free and it will be free. We will not commercialize it.

I found some responses from FAQ:

Can I deploy an app for free?
The Development plan is available for free development and prototyping. Once you intend to commercialize your app, you will need to upgrade to the appropriate license for your app’s usage and needs.

Can I create an app at no charge?
Yes, the Develop license is available for development and prototyping. If you're new to augmented reality and want to play around with Vuforia, this free option is for you.
You can also deploy Unity apps that take advantage of our Ground Plane, Device Tracker and Stereo Rendering features for free without a License Key.
Once you intend to commercialize your app, you should review the available licensing options .

Please explain can we deploy our free application in Google Play Market with no charge and without buying any license? So can we use only our develop license for deploy it for users?

Hello,

I've confirmed that my previous post was in error.

For the agreement dated June 6, 2018, the clause in question is as-described. You can use the free license key (packaged with our Unity samples) and the *existing* targets as packaged with the sample (not creating new Image Targets, Cloud Targets, Model Targets or otherwise) to publish your app with a Development license key.

The standard, out-of-the-box offering of Vuforia Engine SDK in Unity allows for app deployment without a Vuforia License. This out-of-the-box offering in Unity does utilize the Ground Plane, Device Tracker and Stereo Rendering features but does not support customization features (such as custom Targets). In order to develop in Unity and utilize the full feature set of Vuforia Engine, a Vuforia License is required. In order to deploy an app using the full feature set of Vuforia Engine, a paid license is required. Please see the license pricing page for more information.

Thank you for reply.
I was read developer agreement, but i not found any info about limit of 1000 installs. Do you have any other more detailed document about licensing?
Another option i found in developer agreement is a free license:
2.2. Free License. A Free License may be used for the deployment of a Developer Application created with Unity that does not make use of the Target Manager or Cloud Services.
Please explain when we can use it for our application?
It is very difficult to understand all licensing details for vuforia from existing docs but i want to make decision about a license type for our application.
