Licensing for application without commercialization.

Hi, we are developping application with augmented reality and we want to deploy and upload it to Google PlayMarket. This application is free and it will be free. We will not commercialize it. Once you intend to commercialize your app, you should review the available licensing options . Please explain can we deploy our free application in Google Play Market with no charge and without buying any license? So can we use only our develop license for deploy it for users?
