Publishing Free game

Hi,

I'm creating a game for my final thesis in a research group in my college, the game is being made using Unity and Vuforia and i want to publish the game for FREE in the Google Play Store, can i use the Development License (free license)?

Thank you for your reply, just to be clear, your saying that if I'm using an ImageTarget created by me I have to purchase a license in order to publish the game?
