In the documentation, it says that all device databases need to be associated with a license key:
All Databases created in the 4.0 Target Manager must be associated with an app license. To create an app license See: How To Create an App License
Does this mean that you can only activate a database in an app that has initialized Vuforia with the corresponding license key?
Does this in turn mean that we cannot share databases? If I create and download a database (.xml and .dat files), I won't be able to let anyone else use it?

Let me put this a slightly different way: if datasets have to be keyed to a license, how is Qualcomm going to include trackable target samples (e.g., the Stones and Chips set) in their samples?

I also would like some clarification on this.
Can a database only be used by the app license it is associated with? Does this apply to all databases, even 'legacy' databases?

They will release per app license. so you have the option to only pay one time per apps not for dataset.
So for this i think they will keep the legacy dataset system alive.
And with this option i think we can use more than one dataset per app.
