In the documentation, it says that all device databases need to be associated with a license key:

All Databases created in the 4.0 Target Manager must be associated with an app license. To create an app license See: How To Create an App License

Does this mean that you can only activate a database in an app that has initialized Vuforia with the corresponding license key?  

Does this in turn mean that we cannot share databases?  If I create and download a database (.xml and .dat files), I won't be able to let anyone else use it?

Why would you think this implies they will keep the legacy dataset system alive?

Yes, you can use more than one dataset, but when you create a dataset you have to provide your license right now.  That is entirely compatible with the "classic" plan, as it ties the dataset to the app license you paid for.  

Which, thus, implies you can't share datasets once they are created.

They will release per app license. so you have the option to only pay one time per apps not for dataset.

So for this i think they will keep the legacy dataset system alive.

And with this option i think we can use more than one dataset per app.

I also would like some clarification on this.

Can a database only be used by the app license it is associated with? Does this apply to all databases, even 'legacy' databases?

If a database/dataset can only be used by the one app, what is the proposed workflow for a series of apps that would like to use the same database?

For example, say I had app A and app B. Both A & B are designed to be two complimentary - showing different experiences off the same targets. Let's say I had a database created with the licence for app A. To use the same targets in B, would I have to create another database with the same trackers as in A's? That obviously is far from ideal, especially if I was to have a large database. It would be even worse if I wanted to create an app C!

Let me put this a slightly different way:  if datasets have to be keyed to a license, how is Qualcomm going to include trackable target samples (e.g., the Stones and Chips set) in their samples?
