Hello, Tell me, please, I want to buy a license "Cloud". But I really need to use the Vuforia Web Services API to generate Cloud targets programmatically. Will I be able to use this service with "Cloud" license?

Yes, the credentials provided with a Cloud license will also provide you with access to the Vuforia Web Services APIs.
