I tested your key and encountered the same issue. I also generated a new key and am encountering the issue with that key, but my key that was generated back in early July works fine. It looks like the same issue that was occurring in the past has resurfaced. I've raised the issue with the team again and will keep you updated as to when the issue will be resolved.

You don't need to upgrade to Unity Pro or have a paid license for Vuforia for this to work on the first try. Could you private message me your development key so that I can test it out and see if it happens for me as well?

Follow your instruction i create new development key but still the same , guide view 2d not appear in first time play , but when clear app and play again the 2d guide view appear  ? do we need to upgrade to unity pro or buy lisence key of vuforia ?

I tested your dataset in Unity 2018.2.4f1 with Vuforia 7.2.23 and I'm seeing the 2D guideview on first install and all subsequent runs of the app. I believe the issue lies with the development key you have. Development keys that were generated during a certain time frame earlier this year (apologies, but I forget the exact times) were encountering exactly this issue you are facing. The resolution is to generate a new development key and use that instead as newer keys don't have this issue.

Could you please try generating a new development key and testing it? Please let me know if this resolves the issue.

Which device are you testing on? -> i  test on sam sung s7 edge , samsung s9 plus , samsung tab s2 , iphone 6s , iphone 7 plus 

Are you developing in native or Unity? - > i  i develop by unity

Which version of the Vuforia SDK and/or Unity Editor are you using? i use unity 2018.2.0f2 and vuforia 7.2.24 

Which version of the Model Target generator are you using? -> i use ModelTargetGenerator-7-2-24

your sample work ok but when i upload my model , this problem occur and i dont know why it just appear one time only  when installed , but it will make user dont want to play my app when they install :(

The Vuforia Developer license provides full Model Targets capability. Thus, a Pro license will not resolve this issue.

Are you seeing the same when running the Model Targets sample in our Core Sample app?
