How Useful is the Model Target Generator Really?

Apart from testing a target with the Android Model Targets Test App what does the Model Target Generator Windows program do if it does not generate an Object Scanner Application (.od) file that can be uploaded to the target database?  Am I right in assuming that there is only one way to generate a Model Target for actual deployment and that is by using the Android Vuforia Object Scanner Application to create an .od file for upload?
