I think OpenCV is gonna be your best bet, Vuforia not designed for this.
Search youtube for: opencv hand tracking
to get an idea of whats possible. But on't expect perfect tracking with just a webcam, you really need depth sensor for this.
Then look into buying the opencv plugin for unity.
I wouldn't recommend it unless you are fairly experienced, it probably won't be a simple plug and play to get it working but should be possible.
