is this normal for a 3d scan toy car to be displayed in the model target generator. Also what settings should i use in order to display some graphics above it?

The model seems to be of very low quality and I advise to follow our guidelines for using 3D scans as models for the Model Target Generator: https://library.vuforia.com/model-targets/how-create-model-targets-3d-scans
