AR in general on the slower Android phones is a pain to use - and with 70% chance of crashing the older phones.. Since you mentioned the judges' possibly not having the right phones, should we try developing for older Android models?
Then again, since the SDK is Snapdragon-only, should we assume the judges will all be using snapdragon phones, minimally?

So that phrase actually needs to be removed. At the end of the beta, the SDK will run on all Android devices with Android OS 2.1 and above.
The SDK will most likely still be in beta for the duration of the Challenge submission period. That means non-Snapdragon devices may not be supported in time for use with the Challenge. I would also hesitate to design an application specifically for a tablet-sized device, as the judges may not have access to these devices. Be sure that any submission also works well with a "standard" sized handheld.
The Unity extension will support all devices that the base SDK supports, unless for some reason Unity itself does not work with that device.

Do you think Galaxy Tab will be concerned by this quotation ? And will this add of non-Snapdragon devices will be released before the end of submissions for the challenge ? Will it be included in Unity extension ?

Yes, you can assume the judges will at least have a Snapdragon device (something along the lines of a Nexus One or HTC Desire).
