May I ask why Smart Terrain is available only through the Vuforia Unity Extension?

This is a decision made by the Vuforia Product team, and one of the things they need to consider is the relative complexity of any new technologies introduced.  Smart Terrain is so far the most complex, and Unity offers a way to be productive with this more quickly than using it natively.
