Is SetSize() for unity3d fixed now that 1.5 is released? And how do I use it?

Ok, it would be nice if you can fix it before 1.5 goes final because I will need it.

Currently you can't directly, I believe this is an oversight (I'll file a ticket). In general, the size of an image target is derived from the xml dataset file. This size is overridden if the image target exists in the scene before the dataset is loaded (e.g. for image target prefabs added via the Unity editor).
