Database unable to load

I get the following error both in the Editor and on IOS when starting my AR app and the Vuforia system is trying to load my Image tracking Database:

"Unable to load the <name of my database> database. Make sure that a license key is provided in the Vuforia Configuration."

I have filled in my developer license key in the Vuforia Configuration just like I always do. I have tried making a new developer license to see if that would fix it, didn't work. I am using Vuforia 7.2.23 with Unity 2018.2.9f1. I have used Vuforia for years and I really don't understand what is going on here.

I have added a screenshot to show that my dataset is in StreamingAssets/Vuforia. I've even copied the dataset to the folder StreamingAssets/QCAR.
