I am working on a HMD AR glass with an external 9-axis IMU. This device connects to mobile phone via a USB cable, which means the phone access the sensor data from usb. Now I am working on a unity app on mobile but I have no idea how to manage fusion in positional tracking mode. Any suggestions?

Yes, it achieves exactly that but please note following:
Vuforia Driver does not currently support Ground Plane. Additionally, EPDT results in ModelTargets operating less robustly. Vuforia Engine also provides a File Driver sample which demonstrates how to access image and pose data from external systems.

Vuforia works only with IMUs exposed via platform device - normally integrated by the OEM during manufacturing.
Unfortunately we do not have APIs to allow external IMUS to provide position data to Vuforia.
