unitypackage compiler broke?

Hi.. I'm having a lot of issues lately with unity packages.  First they are taking longer to compile (to the point where I thought it was hung) and second they are not importing.

 

It used to be that after a unity package downloaded I could double click it and it would import straight into my project.  That is no longer working (it brings up a 'what program do you want to use to open this file' dialogue)



I've tried dragging them into my project but that yields an error;


Failed importing package C:/Users/sinji/OneDrive/Buds of Buds/Promo.unitypackage<br>
	UnityEditorInternal.InternalEditorUtility:ProjectWindowDrag(HierarchyProperty, Boolean)<br>
	UnityEngine.GUIUtility:ProcessEvent(Int32, IntPtr)

DERP - nevermind.  Looks like I was in 'Play' mode when I tried it before.  I tried it again just now and it actually gave me a message stating such.
