Vuforia Sample build issues

with unity 2018.3.3f1 and latest Vuforia Core Samples imported when I try to build the project for Android it takes ages, I mean over an hour and seems to remain at 'building scene 5 3-Ground Plane.

I don't think this is right as it is a crazy amount of time just to get to this stage which by the green bar is somewhere around 25% complete?

I encountered the same issue.  It went away when, later, I ran "Build and Run" from the main menu rather than from Build Settings.
