Does every end-user app install need to seperately validate it's license key online?

The license manager FAQ says:

An app must be connected to the Internet at least once in order to validate the License Key.  The app will be unable to access any Vuforia-enabled functionality until the License Key is validated.

Simple question, just to check i'm not misunderstanding, does "an app" mean an instance of an app installed on a device?  Subsequently meaning each individual app install by any end-user (Regardless of the app's price plan or cloud usage,) needs internet access on its first use for verification.

YES, the installed app MUST connect to the licencing server once, otherwise no AR experience!

What happens if the app cannot connect to the licencing server? Such as if there is no network signal or Wi-Fi? Will the app not work?

I have several clients who want AR experiences in outdoor locations where there is no mobile network coverage whatsoever. Their visitors would download the app before they arrive and then use on-site. Does this mean that the app will effectively not work because it cannot verify the licence?
