We did have issues with some targets being moved to the ‘failed’ state (the current state of this target) a few days ago.

We're assessing if this target was affected by this problem, and if the tracking rating is related, as well.

Currently, the VWS API will always return -2 as target_rating for failed targets, and -1 target_rating for targets in the processing state.
