How do i measure VuMark Height/Width?

I'm uncertain of how I measure a VuMark and would like some clarification.

Should I use the "printed size" including an undefinable "whitespace" or do I measure the final printed visible product, stopping where the "border" ends?

Do I measure the blue line or the Yellow in this example VuMark?
