Vuforia VU API

Hello,

I've been trying to generate VUMarks using the API. After a while I got the following error:

{"result_code":"LicenseCheckFailed","transaction_id":"sometransactionid"}

Now Vuforia states "According to the license state and type, this request can not be executed" (403).

Does this mean I cannot test this on a developer license? Or am I just doing something wrong?
